Autonomous runs

Stub — not yet written. Lives in apps/core/src/autonomous/. Phase 0 only: types, budget ceilings, run storage. No agent loop, detached process, or gate runner exists yet — see docs/specs/2026-08-10-autonomous-runs-design.md.
